What? Expansion of gambling does not lead to more problem gamblers?

A recent research study is really counter-intuitive. It says that expansion of gambling doesn't lead to increased gambling.

COMMENT: this is absurd. If no gambling opportunities exist, then there will be no gambling. If gambling is "expanded" and made available, then there will be some gambling. There has to be a lower threshold and an upper threshold for this to be true.
